Account handed over when paid in full

On 31 May 2010, I paid my Cell-C account in full and received a letter from them confirming that I had done so.

Today I received an sms that my Cell-C account had been handed over to a collections agency for collection.
This is the SECOND time since I paid my account that I have been handed over.
