Service is actually required

My area, Winterskloof has had its phone lines 3 times this year, as has a neighbouring area, Blackridge. We get told that our lines will not be returning, but Blackridge has had its lines back for the past 3 weeks, and they have had their lines the same number of times, at around the same times. So, Telkom, tell me, what is so special about Blackridge that they get service again, but we don't?
Unfortunately, there are no real alternatives to fixed line internet, especially in the poor signal area that is Winterskloof, so we NEED service again.
