Cannot cancel the contract within 7 days

I took out a new cellc contract. The signal is really poor at my house so i wish to cancel the contract as it is clear that cell c does not cover my area well enough. I cannot use the internet and calls have very bad quality. In the last 5 days that i have had the phone, i have had over 10 calls that have diverted straight to voicemail because of poor signal. I called the call centre and the agent said that if i wish to cancel the contract i can just return it because it is wiithin 7 days. So i went to the store and they refused to cancel the contract. I am paying for a service that i am not recieving. CPA says that every contract has a cooling of period, and the maximum service charge cannot be greater than 10% of the total package and they want to charge me R3700 to cancel the contract.
