I am billed for data that I did not use!!!

On the 15 of April I received a bill from Cell C for R2957.52!
I phoned 140 immediately and lodged a dispute against this invoice. A cost of R2433.02 was incurred on my Giga 20 account for data used above the 20Gb. The amazing thing was that some of the data seemed to have been used in record speeds (5.2Gb in one second and 9.9Gb in 20 minutes) I was promised a response in 48 hours!
I phoned again on 17/04/2013, 24/04/2013 and 29/04/2013. No response was received.
Yet again I phoned on 30/04/2013, at this stage I was told they tried to call me on the speedstick number. What? They have my cel number, landline and email address but never tried to contact me on these. In any case, the matter is still not resolved and I just learned that my 20Gb was used up on the 1st of April and another 18Gb was used on the 2nd of April with a cost of R800 and something rand?
The funny thing is, when I try to connect to the internet I get an error "A Connection to the remote computer could not be established, so the port used for this connection was closed."
Currently this is still the case!
