Early hours but NO staff

I went to pay electricity and buy sigarettes but there was NO staff available. The store opens at 7hoo but without staff to helpthe customers at the kiosk? I talked to the store manager and all she said was they will be here now? No, no, no if the store opens at 7h00 then there must be staff at 7h00 OR you as the manager must help thecustomers? This was not the first time and I am sure not the last time.
