Shocking service manager cannot make a decision

Took my blackberry phone for repair under warranty on the on the 021112
After 3 weeks nobody phoned me. I went to the store to find out just to be told that my phone came back last week unrepaid. I asked for the reason and nobody could give me a valid reason. I asked them to get me a technical report which took another 3weeks. The store manager promised to look into the matter and 2 weeks down the line nobody came back to me. The store manager was on leave or day off. When he came back he. Told me that he will refer my matter to another manager that deals with phoned. The regional for cellphones looked into the matter and promised that I must give him 3 to 4 days. Up untill today I am still waiting for all empty promises. My phone was damaged by technicians after they refused to repair it under guarantee because the motherboard is damaged. The problem with the phone was that it was not charging
