Unprofessional behaviour - bad communication

On Day one @ 16:55 I took a chance getting a Inspection Certificate for my new 1100cc bike. Kevin explained to me that I am too late and that they close at five. I excepted that with a smile and left.

on Day two @ 16:30 I went back and Kevin said sorry but the test area is closed from 16:15. When I pointed out that he failed to mention this little detail he deflected blame to me by saying that there is a notice inside the shop with that info.

Day one Kevin neglected to point out any signs with relevant information and day two he refused to assist me, he refused to accept that he was at fault in any way, and his tone and manner was rude and dismissive.

Besides the bad communication skills & rude behaviour from Kevin that left me with a bad experience I am wondering what hours Kevin and his staff are paid for since he states the shop operates till 5 but staff were leaving the shop at half past 4 when I arrived.
