Non existent customer care

I have had this experience a few more times then I would like to remember.
The one thing that seems to be constant in each time is a person that is apparently in management says they will get their manager to call you back with the issue at hand and this happens every time you call.
I have spent over R200.00 on phone calls on two different topics just to be told that they will call back and it never happens. This is really getting out of hand, with the amount of money you spend on buying anything at their stores you would think that they could at least afford to spend the money to call a customer back and giving better customer care than this.
