Late payment of pension fund

My father passed away 2 December 2013 and my mother was suppose to received a portion of my father's pension in January. Some paperwork was required before she could receive his pension, everything was sent and verified on time, now when the pension was to be paid in, there is a delay. I had to call them to find out that she will only be receiving the pension in February backdated to Jan, how do they think a pensioner is suppose to live until that time. It was a delay on their side now my mother has to struggle without money for a month. That is very bad service.
