Failure to Sort out BIS/Network Problem on Phone

In November 2012 I gave in my phone to Game Pavilion to have my BIS/Network problem sorted out on my phone. They sent my phone away for repairs, etc and I only received my phone back 3 weeks later, only to find that it still had the same problem. On 13 December 2012 I gave it in to Game again for this same problem and they sent it off again. I received the phone back on the 29 January 2013 and STILL had the same problem.

Due to the fact that after not having my phone for almost 3 months I am still continuing to pay for my phone as it was taken on a contract with Cell C through Game Pavilion. I would like this to be resolved as soon as possible.
