NO 'guaranteed prize'

I've entered a Beacon Sweets competition & on 20 August 2013 I was informed that within 72 hours I'll be contacted..which never happened. A week later I've phoned 0860005342. I've phoned Pumi, Salo and Peter on different times and dates. They were very professional, especially Salo, who left a number of voice messages on my phone.
According to them they couldn't help me, I needed to phone campaign line of service provider who is administering the competition... which I did... gentleman took my email details because they needed to send me information which I had to read and complete... Up to now still waiting... phoned them 4 hours later and phone was just ringing... phoned 0860005342 and they are experiencing technical difficulties.
It is more than fair to compensate people for their airtime (not to mention time wasting factor). I'm not sure if service provider can or is delivering. Phone 011 6767702 and nobody answers ("Thank you for calling the campaign helpline..." goes into a loop... no answer... and after 1pm today it was just ringing)... So I'm not sure who ultimately takes responsibility for this kind of service... My airtime is going to be worth more than the actual prize..
