Post Office Litter / Pamphlets

I have e-mailed Sandton City management several times regarding this issue and not once did I receive a reply.
Sandton City Post Office is cramming post boxes with pamphlets, flyers, leaflets... All of which is unsolicited. Often one's post box is so full of this rubbish that you have to collect your mail at the counter. People are beyond fed up, this is evident from the amount of stuff being thrown on the floor outside the post boxes. I have made multiple attempts to get the Post Office to stop putting marketing rubbish in my mail box but to no avail. It is not pleasant to have to step over heaps of rubbish to collect one's mail.
Surely Sandton City can fine the Post Office to try and stop this practice. The Post Office manager has said that they earn extra income from these flyers and that is why they will continue with this form of littering.
People are not using the bins provided as this does not aid in the fight to stop the Post Office from abusing our post boxes. We have paid for the post box space for our mail, not the Post Office's rubbish! According to the Sandton Post Office manager, the litter problem is a Sandton City problem. Please deal with it.
