CNA's RICA cluelessness

I buy a Cell C starter pack for an old phone, having just upgraded to a new one.

What about RICA I ask. I'm told this will be done by the cashier.

The cashier says no this will be fine, and asks to see nothing, no ID, no rates account (which I have brought along for this very purpose), no nothing.

So now I have a starter pack which won't work. Why? Because it's not RICA'd.

Extra time, trouble and expense for me. Why? Because of CNA's incompetence...
