Vacuum under warranty but have to pay for repairs

In January 2013 I bought a Wap Vacuum Cleaner for R1300 at Game Festival Mall in Kempton park. In April it started giving me problems with power, it was barely 3 months old. I took it back, because it is still under warranty, to be repaired or replaced. The lady at the warranty/repair department told me they would call me back when it was ready for pickup. It had almost been 3 weeks and I hadn't been called back so I called them back. I was told that it would be ready the following week. This week I got a call from them and was told that the Vacuum cleaner has been repaired and ready for pick up, but I must pay R700. I don't understand why I have to pay for repairs if the vacuum is still under warranty. To make matters worse, nobody called to inform me that the repairs would cost me. No phone call to inquire if I'm willing to pay that additional fee before repairs proceed. Mind you I called before the repairs were completed. Nobody saw it fit to tell inform me about a charge before the repairs were carried out. Why would I want to spend R1300 on a vacuum only to cough out an additional R700. That's a price of another vacuum.
