TRACKER CHARGING CLIENTS FOR SERVICE NOT ASKED FOR

I have a tracking system in my car which covers me when am in South Africa ONLY. If I have to go outside South Africa I need to activate a ROAMING SERVICE if I want it. I happen to travelled outside South Africa and I DID NOT ACTIVATE ROAMING SERVICE as I did not want it. However TRACKER charged me for the ROAMING service but they failed to tell me who had activated the service. Now they are refusing to REFUND me. They keep me on hold for hours on end when I call them
