Toptv refuses to cancel services & refund my money

I called in this morning to cancel my toptv package as I would be moving and no longer require their services.
The Toptv consultant informs that I cannot cancel the services with immediate effect and the responsibility with me to call in on the 15 to do this... Since when??? this sort of information was never disclosed to me when I first took out the package. Further more I request a refund for sept as they debit my account yesterday, the consultant informs me I will not be getting a refund because I should have phoned them on the 15 to inform them of the cancellation. So I asked her where is this information because when I took out this package It was never disclosed. She then informs me it's on their "terms and conditions" all I ever received from this useless company was billing letters no T&C was ever sent to me. In the past i had no issues with cancellations, or refunds... if you change your rules when did you notify me?

This is not treating customers fairly and I would rest until I receive my full refund. This is highly ridiculous and I will be taking this matter further. Thank you!
