Double billing and dont want to clear my account

I paid rent and electricity for march 2012 and i received an August statement with an oustanding amount of R1526.00 which they claim is for March electricity, i went to their brannch and they said i must just pay rent and elect for that month then they will sort that one out but they didnt, i spoke to charmain who is working with my account and she said they still waiting for respond from Lucia, i waited and keep on paying my monthly rent and electricity, One day Chamain sent people to my place to lock because i have an outstanding amount that i ddnt pay, i xplained to them on wht happened, they left, i called her and ask her about it she said she's sorry they will sort it out, i waited, last week thursday she sent people to my palce again to lock and i wasnt there, my sister called me and tell me abt it, i went to city propertyy and they saw their mistake and they gave me the keys and said it will be sorted by monday which ws yesterday and they ddint call me and tell me wht happened, i sent them an email and they ddint respond to it... please assist
