Developer not registering my water metre

I bought a house in 2011 at Grobler Park Roodepoort through MDV Developments; I have not received a single water bill in two years since I moved in, I went to CITY OF JOBURG to find why am I not getting statements, I was told my metre was not registered and that my developer should have done that before moving they handed over the house to me. I am now tiered of this excise of running to CITY OF JOBURG made numerous calls and being told same thing every time. Can I be assisted with this matter
