Blocking entrance to complex

I had to wait ten minutes to get into the complex where my home is situated because the bakkie the agent drove was blocking the entrance way. During this time he was talking on the phone and putting up signs, even striking up a conversation with a woman blocking the visitors entry after we asked him to please move his vehicle. We hooted after ten minutes which FINALLY motivated the agent to mive his bakkie even though the woman shouted at us.
