Bad Service from Day 1!!!

We renting a property for R5800 from Rawson since 08/06/13. Marietjie was very keen to collect deposits. Now that we in the house & pay on time every month, shes not worried about us & her service stinks. Our electricity was cut & we were given an incorrect amount from her to pay the first place. Then eskom gave us the correct amount and we've paid R250 more than we were suppose to, our elect was off for 2 days, our meat has gone off & had to throw & give it away. Marietjie was very ashblonde & not forgetting this is the owner's arrears that we have to pay for now. all the faults in the house, we were told the owner will have them fixed & now 3 months later we are toldthere's no funds to do it, so what are we to do, live in a house with a broken toilet, broken taps, broken geyser all of a sudden since the electricity went back on for R5800 pm? We were also given an incorrect water bill amount & not forgetting that this bill is also so much in arrears, so what, 2morrow they cut our water as well? I am disgusted in the service received& not un till this hour has anyone called to apologised for the inconvenienced caused to myself & my family which includes 2 children... Dissapointed!
