Deposit not paid back

In March 2012 we moved into a property. The agents were national letting. From inception we had problems with obtaining correct accounts and as a result paid rent late as Nat Letting did not respond to e-mails or phone calls. We were well within our rights to ask for original water and electricity bills as amounts fluctuated month to month. The after a few month we will get a huge bill that we then had to pay within x amount of days. When the geyser broke in December no agent came back and we had to repair the geyser ourselves. They did not inform the owner. In March 2013 the owner moved over to Topp Propoerties, A recon was done on the account and it was in access of 25 000. We then paid the money as well. To date National letting is refusing to pay back out deposit as we need to pay the deposit to Topp properties. Andre is extremely rude and unhelpful. He says we need to supply them with a letter to say that we will not hold them responsible for any additional costs and I am not willing to speak on behalf of the owner.
