Breach of contract and feedback/response

I am very upset about the bad service i have received at Municipality Randfontein..I spoke to Oupa on the 03/05/2012 concerning the vacant land on sale and i have purchase it for the amount of R55 000 which i have paid in full .i have been waiting for tittle deed from Sherrif however i keep on getting empty promises.everytime when i contact the sheriff he switch of his phone or hang up.please assist furthe
