18 Months after Transfer - still no refund

I moved from JHB to Durban 18 months ago. My house transfer went through round about the same time. It took COJ a year to transfer my account to the new owners. Now, they owe me over R6000 which apparently is sitting with the refunds department. Now I get told I need to go in in person - Erm, I sold my house because I was moving to Durban!!!
