Transfer of bill from old homeowner to new homeown

In June 2011 I bought a house and moved into at 161 Willowbrook Estate in Ruimsig.
The lawyers doing the transfer were to assit with the electricity bill transfer, that was only done around October 2012. Meanwhile I paid the electricity account under Han Soolnan (550090978). when it was eventually transferred to my name, the new account (550886061) reflected that I owe over R30k because the money I had been paying in the old account was not transferred. They asked me to provide proof of payment into the old account. I told them I can give them for some months as I had not kept the bank statements (I pay electronically). For me to get bank statements from June 2011 will cost me close to R800 to prove payment. Hans also wrote a letter confirming that I had been paying since June and that money must be transferred. It is clear to me that some transfer was made based on the proof I gave them. where I could not they did not transfer. I have requested them to prove to me the money in the account who has been paying it and I have had no response because their account can show the money came from me. They refuse and the bill sits at R20k. I have called cash collection - no luc
