Efusal to allow bookings

I took a day off work in order to book my motorcycle learners test and full drivers licence exam. Arriving at Krugersdorp Testing Station at 8:00AM to find a long queue which I promptly joined. An hour and a half later I reached the front of the queue (with several people still behind me) to be told that I 'should have been there at 7:00AM when they handed out waiting numbers, anyone without a number should try again next week.'

Myself, and the people behind me complained as no-one had informed us of this and there were no signs to indicate the need for any number. The manager retorted with 'It's my system that i've used since I joined this branch and it should be common knowledge'. He then began talking in Afrikaans to which I replied that I do not speak Afrikaans fluently. His response was 'Well if you don't speak Afrikaans then why should I bother with you? ' Upon this blatantly remark, I requested his name and details so that I could ask report him officially however he refused to provide his details. A security guard was able to confirm that he was the branch manager.

This is utterly disgraceful behavior coming from a municipal worker!
