Unable to get refund from City powe

I sold my property in Feb 2012. To obtain a clearance certificate I had to pay an estimate of 5 months of rate and taxes. The transfer of my property went through in the first week of April 2012.
Subsequently I've been trying to get my refund. My refund request was closed because no meter readings were taken (like that is my fault). Fortunately I took pictures of the water and electricity meters the day occupation was taken.

I forwarded these pictures to City power in the hope that my refund can be finalised. To date I can't get any response from City Power. I would like to know how I can get my own money back from this organisation.

Currently it seems like they have no intention to refund MY money (trying to figure out if it's just exceptionally poor service or something else...). Who else is having this problem?
