People's lives at risk

On the 28th of January 2014 at 1:02am our mother experienced medical complications with her oxygen tank, therefore, we had to rush her to the nearest hospital so that they could assist her. Unfortunately, the nearest hospital is Folateng in Sebokeng (nearest town is Vereeniging). When we arrived the security guard brought a wheel chair and just left it there for us without assisting us, my dad had to push her. When we got to the reception, there was no one and my sister had to shout for help. Two people who did not have name tags emerged and we told them that our mother is on continuos oxygen and then they gave her an oxygen mask. Her saturation improved to 100% but it rapidly dropped as soon as they removed the mask. Pulse rate was 50 bpm along with her low bp. We were told that there was NO DOCTOR ON CALL AND THAT WE HAD TO RUSH TO THE NEXT HOSPITAL.
According to the little understanding that I have, all hospitals have to have a doctor on call to assist the patients, if not so, a qualified sister to stabilise the patients. Am I wrong? If it wasn't for the lack of professionalism and service we received, I doubt that my mother would be in ICU right now.
