Kongolese citizen arrested before permit expired

Kongolese citizen seeking assylum due to war in Kongo was arrested without explanation by Immigration officer in PE when he visited office 14 days prior to expiry date of permit. Despite numerous appeals to Dept that he is married to a lady with a valid permit have a business and underaged children in SA, he was transferred to the centre in Krugersdorp for deportation where he is detained up until today. We refused to pay officials In PE and Krugersdorp a bribe to assist to get him released and no one is therefor interested in helping him in any way. The advise by an attorney in the field today is to pay the demand because it is the easiestest way to get him out of there. What happend to laws and rules? How do we get fair treatment, this is inhumane. Even appeals to the management in Eastern Cape and spesifically Sonto Luso in charge of the PE office was to no avail. A day after we appealed to Human Rights department he was told by Immigration officer that he must cooperate and sign documents for a voluntry deportation so that he could return to SA immediately and being desperate he did now to find himself still in jail 5 weeks later?
