Permit still not delivered

I was told by my provincial Home Affairs that by September 2011 I should submit all my documents relating to the renewal of my temporary spousal visa. Until today, January 20, 2013, still nothing. I got an sms saying my documents have been received but that due to the huge backlog, they are still waiting to approve it. I've been here since August 2007 and have had the permit twice without any problems until now. They requested that my home affairs resend all my documents which they received again and still nothing. The people at the call center are useless. No one answers the complains number. No one answers the switchboard at headquarters. This is the government for crying out loud. You are supposed to give excellent service to the population. What if I have to make an emergency trip back home to Canada and immigration fines me when I re-enter the country because I do not have a permit due to the useless people who should be doing their job. I should not have to pay as it is Home Affairs problem.
