Delayed feedback on appeals

When a application for a firearm is declined, according to law, you have 30 days to appeal the decision to the Firearms Appeal Board. Two months after i appealed, they havent even locked my appeal onto their system. I called the Central firearms offices in Pretoria and they said that it may take 6 months to a year for my appeal to be locked. Some people are waiting for more than two years for a response from the Board. I have been a law abiding citizen all my life, without a criminal record, holding a firearms license for more than 15 years. i bought a new gun, handed in the old gun for destruction and removing it from my name, and they declined my application. Is this Governments way to disarm his citizens??
