Billing adress erro

I have bought a house about 5 years ago and have not received my rates bill since i moved in. I have made numerous calls to the City of Johannesburg trying to find out why I was not getting the bill and was told different stories to my house not being registered by the bank and that I did not have a tittle deed but they were able to pick up my address through the water and sanitary bill. I went to the braamfontein branch about two months ago only to find out that the rates bill has been sent in my name but to the wrong address and was already owing about R22 170, 00 and was in areas. I was also advised that I will need to pay half of that amont at once. I asked the consultant how did she expect me to pay that amount as this was not my fault that they have been sending the bill to the wrong adress. she apologised and said that she will rectify the matter and call me back once it is resolved. I did not get called back instead I got the letter in my post with the same amount saying if I dont pay the full amount, the issue will be taken to the council. Whose fault is it here? Am i going to pay for someone elses mistake and pay for the errears as well, when this could have been avoided?
