Cancelled Electric Account, I WANT my DEPOSIT back

I gave notice on the 10th OCTOBER last year 2012 in writing & faxed it to 031 324-5111. I am sure I have spoke to everyone at Ethekwini over the past 3 months. They OWE me R4483.19. I get told another 2 weeks by a very unsure MXOLIXI this morning, shame he even forgot I was still waiting on the line to receive his feedback! Does it always help to be light hearted or is it WRONG I have to wait 4 months for my deposit?? Please assist.
