Failure to render a service

I went to the Laanglagte licensing station to apply for a new traffic register and I was turned down. The reasons for turning me down were very flimsy and unprofessional. The lady at the enquiries desk told me they have stopped issuing Traffic registers because it is now getting congested. She then told me to go to any other center within the Johannesburg metro and suggested Sandton, randburg & roodeport. I asked her why I have to drive to a center so far from my area, she merely told me she cannot help me until they reopen in the beginning of the coming year. After driving all the way to the Sandton station again I was turned down because I am not from the area. After explaining that I have just been turned down at laanglagte, she mentioned that she cannot help me either and they has been an influx of people coming from the laanglagte station. She firmly told me without remorse that I must go back to laanglagte.
I do not understand why I should be turned down to be a contributor of the economy. It seems like this is a common phenomenon with dept and some officials are turning down people so that they can drive then to offer bribes.
