Disorder of highest degree: Akasia Licensing Dept

On 11.04.2013 my wife and I went to Akasia Licensing Dep to change the postal address. A security told us to queue like the rest of the people. We fully cooperated. At the right time we went to the counter and we were furnished with a small piece of paper that had a number on. The lady on the other side of the counter (i.e. Traffic Dept personnel) even jotted our number down and then asked to go on other side of the office. I asked her about that number (i.e. 194) and she told me I have just have to wait and they call up my number. I then went to the other side of the office where I joined other waiting people. It was a crowd of people. They were there for different reasons like collecting drivers licence, changing car ownership, changing the postal address and etc.
I waited and waited to have my number called up. In my mind I was asking myself so many questions about the service that Akasia Traffic dept is offering. As I was sitting for 2 hours waiting to be called I noticed something so strange. There were these ladies and men (not traffic Dept personnel) who were getting the quick service from counter 1 right up to counter 5.They were being assisted without the call up n
