Un-paid Fine

Dear Peter!
I got home on Saturday with a rude awakening!
I found two pink tickets stuck in my gate. What goes trough my mind? ADS! It was indeed two fines. One was for keeping dogs without licenses and the other was for not inoculating my dogs against Rabies. WHAT? I obtained my license last year from the Richards Bay SPCA. How can this be possible? Now I have a R1000.00 fine to pay. How can they just issue a fine without verifying/confirming that the said documents are valid.
I then phoned Richards Bay Traffic Department. They referred me to Empangeni. I eventually spoke to a gentleman who informed me to bring the fines along with proof that the licences have been paid to provide evidence that I am innocent. I requested that they re-emburse me due to the fact that these fines were totally unnecessary. He became irate and informed me that if he receives a fine he can not go to Government and claim petrol money. I tried to explain to him that this fine was totally un-called for. This is now becoming costly as I have-to take time off work and arrange for transport from Richards Bay to Empangeni to go and pay a fine which wasn't even supposed to have been issued.
