NO RESPONSE ON E-MAILS TO CUSTOMER CARE

I've been struggling for several years with high waste removal charges. E-mails were send, but no feedback received. During January 2013 I was on leave and I personally went to the offices in Pta West. I was informed by Janine that I was paying for three bins on waste removal. She assisted by fixing it immediately on the system. When I enquired about the process to get the money credited to my account, I was advised to send a statement to Mr Louis de Lange and his e-mail address was provided. I went to the police station the same day and did that.
After three months and no acknowledgement, even to indicate it is forwarded to someone else or attended to, I directed the same e-mail with attachments to customer care. This was in April 2013.
Up to date no feedback. I don't know what to do to get response. Please assist.
