I sold my property (Erf 2000 Gonubie) in February and the Buffalo City Municipality refuses to refund me the balance on my account 10280289. I sent e-mails and even a registered letter but no response whatsoever. I moved to Pretoria so it is not possiblen for me to go to their offices in person.
