ID DOCUMENT WAY OVER DUE

I applied for a new ID and for my marraige certificate to be registered on the 23 july 2012.
the lady at home affairs told me it would take 9 months for my new ID as my name and surname was changed due to religious marriage.
i should have recieved my new ID in April as that would have marked 9months, today i have had no feedback, no one called or even sent an sms to say that there is a delay.
i call the call centre on the 25 february 2013, and they gave a case number Case# 1302041536, they told me that its with head office and i should call in 3 weeks to get feedback, i called again in March, and then again in April and last week in May, everytime the consultant tells me its still at head office and nothing has been done. so i would like to know what are the people at head office doing that it takes them 10months just to do a new ID, on saturday will be 11months so that mean my ID is already 2months over due, and unfortunetly they cannot give me any feedback as they waiting on head office... this is truely hopeless i want my ID and i want in ASAP as this is way over due. urgent feedback will be apreciated as nobody from home affairs does anything... PATHETIC REALLY PATHETIC!!!
