DEMANDING PAYMENT BUT NO BOOKS RECEIVED

I received my first invoice end of March 2013. When I phoned them to tell them that I have not received the books yet, I was told that they can trace where my books are so I can collect it. I was quite happy and told them to do so. The lady came back to me after a couple of minutes and told me that the books are at a post office in springs. I asked which one, to which she responded, how would she know. I then told her that there is no way in I'm driving to all the post offices in springs looking for my books. She said if I don't collect the books, it will be returned to them. I told her that is what must happen then. I also sent an email to the accounts department who informed me that they've reversed the charge. Now, 3 months later I received a final demand for the same thing. Firstly they have a bad attitude when phoning them and secondly they don't seem to understand how a sale works... How can I be charged for something I NEVER GOT??!!
