Payment not allocated for over 30 days

On the 15 December 2012 i made a payment for my eskom account for an amount of R580.00. When i was submiting my reading for on 09 January 2013 i realised that no payment was allocated as my account rfelcted that i still them for the month of November 2012.

I made a call right away as i realsed that this was Eskom's error not to allocate funds into my account, I emailed proof after my call with one of tehir call center agent. my refernce number for the call is 870 466 54, I have since called five times only to be told the same lame comment " We have forwared your request to our billings department they will come back to you shorthly"

It's seven days later no response as all they tell me is our superviser will come back to you when ever i call.

Please help me as i do not want to pay arrears for the amount taht has already been paid.
