No service, they don't care about community

Last year they come and change a meter box and they promise us that we will never have a problem anymore.and know its winter, on the 19/04/2013 electricity its gone when its raining. I went home late from my work no power and there is a small baby.
sartuday they never come like Friday. what kind of service or business they are running if they will never help a community.
