Billed for something not applied fo

I went into a site to apply for loan. When i saw you had to pay for the service i left the site without submiting.
Today i recieve an email saying that i need to pay the 400 odd rand to avoid legal action.
Cant get a hold of them as phones just ring into its glory.
They need to clear this!
