Charge Out not what was quoted

TRANS"FIRE, a company that services fire extinguishers, quoted over the phone R38.50 to service a 9kg fire extinguisher and R18.50 for a pressure test / recharge if necessary.
The quote was accepted by ourselves and the company collected the 8 fire extinguishers.
The invoice should have reflected an amount owing to them of R519.84 incl Vat
Instead their invoice reflected an amount owing of R1, 612.53 incl Vat., which included numerous others charges not quoted for or even discussed with us.
One of the extra charges was for refurbishing the heads and hoses of the extinguishers, which they did and replaced the original, new and used heads and hoses with 2nd hand, old and dirty ones.
On contacting the company, I was told their verbal quotes are non-binding and merely a guide line.
They offered not to charge the VAT, which being a VAT VENDOR would be illegal and, but the other charges would remain.
They then threatened to hand the matter over to their legal department.
