Sony Playstation PSN ps3 cant activate online

I recently got a new ps3 and because i owned 2 ps3 before that i cannot activate this one, have tried deactivating it via my account no luck, then submitted ticket to Partserve after a week still no luck after calling each day, can anyone help me deactivate this from my account as the device cannot be unlocked unless this is resolved.

When i call Partserve and even Playstation South Africa via Facebook they cannot give me a solution.

I need HELP URGENTLY as my machine is useless without it being made active.
