NEVER OWNED A TV BUT GET HUGE BILL???

I sent the following email to [Email Removed] on 22.11.2013 still no response...

To whom it may concern
I received a account in the post, Apparent tv licence num : 418920401 for myself, Mr RD Openshaw.
I would like a detailed statement, as I have 1. Never received any documentation previously and now receive a bill of R5411.60??? 2. Have never owned a TV. 3.I reside at 10 Camden road, the property is owned by my father in law, he owns a TV yes, and also has a valid tv licence.
