No lights on highway

On Tuesday 10 December 2013 - driving back from the airport all the way to the Irene off ramp - not ONE light was working except the gantries for e-toll.
being blinded by traffic vehicles on all the over passes with lights flashing in but NO highway lighs!!!
please can someone tell me how all the gantries were lit but no highway lights!!!
