Present for mum by a post office employee

I sent my mother a bottle of perfume and a card for her birthday using the Speed Services option at the post office at Bright water commons.
We took the precaution of getting insurance as we were told that things can go missing.
My mum received her package today only to find that the gift was unwrapped, the bottle of perfume was and the empty box was put back into the envelope for delivery to her. Even her birthday card was taken.
That is absolutely pathetic. It is such a deliberate act that it sickens me. We heard someone else complaining outside the post office that his son's graduation gown was as well.
What is being done about thefts like this?
I will be putting in a claim and will gladly update you all of any other hurdles this incompetent organisation throws my way.
