Not billed for a year because "gate closed"!!

After having to suddenly move we had to apply with ESKOM for an account. We made arrangements to pay of the ridiculous deposit of almost R10, 000.00. After almost a year of paying the deposit and what we thought were usage, they hit us with an account of R22, 000.00 for a years usage. When we queried this we were told that there has never been a reading taken since the gate is always locked. There is NO GATE on the property. After making arrangement to once again pay off the amount over 12 months (this was agreed upon in August), we changed the arrangement to full settlement by October 15th 2013. After a bad storm last night (8 October) something was hit and the power went off. Now they refuse to repair the power as we are in arrears but the arrangement for FULL settlement by 15 October 2013 is in place. Alpheus at the Bela Bela branch was very rude so we requested that his supervisor contact us. She was even worse!! We made the arrangement because we will have the monies by the 15th, but apparently no service despite the arrangement. The Eskom staff as a rule are rude and make you feel like they are doing you a personal favour The "super visor" was down right insulting!
