I was driving to work this morning shortly after 09:00 when I encountered an SA Post Office van going in the same direction that I was going. I first encountered the van on the corner of Old Paarl Rd & De La Haye Dr going in the direction of Brackenfell. At this point I was next to the van. The driver was firstly hanging his arm outside of the window - an action which is illegal. Secondly, when the traffic light turned green, the driver sped away from the light as if the devil himself was chasing the van. In doing so, the driver exceeded the speed limit quite quickly, only to be forced to stop at the red traffic light at Old Paarl Rd & Harrod Dr. Here the driver turned left into Harrod Dr. This was incidentally also the route that I had to take, so I continue to notice the driver (and passenger at this point) hanging their arms out of the window. There are also two Stop signs on Harrod Dr. The first one (at Ganzekraal St), the van stopped, but at the second Stop (Bourgogne St), the van didn't stop. After this, the van turned right into Fir Way and here I lost them as I went straight. Please follow up on this. The van's registration number is: CY 255 - 283.
