Overcharged for pointing

I believed that going through this company I could change my surname quickly and without hassle.
Instead -
I had to go to home affairs met a lady who pointed -
Pointed to fingerprints, pointed to payments and pointed to get photos taken (all of which I paid for our my own pocket) Got an SMS from home affrairs to collect my own ID (No help from Visas unlimted). 1 week later I get a bill for R540. FOR WHAT? Pointing. I understand I was being lazy, but R200 lazy is acceptable - not this. Its a joke and I have no idea how they sleep at night ripping customers off.
